With nearly 30-years of experience assisting the nation’s recreational boaters, Senior Chief J. E. Decker, U.S. Coast Guard (Ret), wrote the AMERICAN BOAT OPERATOR boating safety course to guide you through the basics of recreational boating.

Senior Chief Decker is the recipient of the prestigious "Boating Safety Person of the Year" presently annually by the National Association of State Boating Law Administrators (NASBLA) and he currently serves as a Director at Large of the National Water Safety Congress. He performed hundreds of rescue and law enforcement missions throughout the country and taught thousands of classroom students in his years as supervisor of a state recreational boating safety program.
